
Trouble ahead for House District 13 in Hill County. It is the battleground for taxpayers who are fighting back against fraud and corruption. State and local leaders who sold out land and homeowners to subsidize Big Business in Texas cannot hide any longer. Politicians and bureaucrats who receive kickbacks, bribes and favors will be exposed in these legal challenges and have nowhere to hide in Texas. The recent investigations in Texas by the US Justice Department have led to numerous indictments handed down to public leaders caught up in bribery and kickback schemes related to energy contracts in Texas. The investigations by the Justice Department are related to energy contracts in Texas and have shed a light on what goes on in local government and in behind closed-door meetings. Leaders in Austin, in local county government and public education have underestimated the resolve and determination of the citizens and taxpayers of Texas to fight back at all costs and expose fraud and corruption in Texas.

The fight by taxpayers is in full swing in Hill County where billions of dollars of contracts for solar and wind farms and more recently massive data centers are in the spotlight. The tax re-investment zones that have been set up, and tax abatements awarded by the Hill County Commissioners court going back to 2016 are the focus and target of federal complaints that have been filed to date. These will also be the basis for the civil lawsuits being brought forth by land and homeowners in Hill County
House District 13 is in trouble and things are going to get very interesting when the first civil lawsuits are filed and the names of those involved are made known to the public. Taxpayers have drawn the line in the sand and now it’s time to pay the fiddler.

The federal complaints that have been filed are based on facts and public record that cannot be denied. Since 2019 records and documents, written requests for information have been collected and now part of the evidence being submitted in court. Those involved in the process related to lucrative tax abatements being awarded to Big Business in Texas hold the highest offices of public service starting with none other than Gregg Abbott. Abbott appointed Judge Justin Lewis to the 66th court district and also endorsed Angelia Orr for House District 13 who won re-election on March 3rd. The Republican party has handprints all over this debacle in House District 13. Angelia Orr who has been missing in action since she was first elected has refused to engage with taxpayers and not returned letters and phones call for the past several years as land and homeowners have been devasted by the fraud and corruption related to Chapter 313 Agreements executed in Hill County.
School Districts Involved

Itasca ISD Awards Tax Abatements
If there was ever a school district that needed to be investigated for fraud and corruption it is the Itasca ISD in Hill County. The district has been plagued with multiple problems going back to 2017. Some of these issues pertain to minors that was being sweep under the rug when parents reported issues to local police. The superintendent of schools in 2023 Michael Stevens was arrested onsite in a sting operation conducted across the state, by state law enforcement.
The district has failed to cooperate with taxpayers and refused to release records and documents pertaining to school finances, energy contracts and tax abatement agreements since 2019. The board members forfeited ~$84.7 million dollars of locally available tax revenues that would have resulted in lower property taxes land and homeowners in the district. Tax abatements are the center of the federal complaints and civil lawsuits being brought forth by taxpayers in Hill and other counties in north central Texas. The majority of taxpayers and homeowners are not even aware of what is happening in their districts when the local school boards sell them out to subsidize Big Business in Texas. The school bond debt problem in Texas is the center and focus of the SEC that was notified by taxpayers. The bond debt principle, interest and derivatives expected by bond investors has been exposed in Texas. Homeowners and taxpayers are broke and cannot bear the burden of poor decisions and bad legislation by elected officials. Taxpayers have taken their fight to the courts. The first civil lawsuit in Hill County will soon be filed. Taxpayers are seeking a $160,000,000.00 judgement regarding three solar farm projects tax abatements awarded by the Itasca ISD. The lawsuit is just one of many to follow. There are dozens of land and homeowners that have been made aware of the legal challenges being brought forth and are joining together to fight back and hold all those involved personally accountable for their part in committing fraud and corruption. At this time there are twenty-nine contracts that have been identified and most of these are in House District 13 and Hill County.
The most recent news regarding the district is the intervention by the TEA to step in and take action regarding the district’s academic performance and rating over the past five years. Itasca ISD is just one of many school districts that have failed to meet academic levels expected.
